One again on 1.1.96

  Once again I have started getting phone calls from different parts of the country regarding whether they can also approach the Tribunal Benches in their area for getting the benefit of 1.1.96 granted to the 13 persons consequent to the judgment of the Hon’ble High Court of Kolkatta and/or citing the Hyderabad CAT order. Let me give a brief of the issue first: 1) The GoI grants higher pay scales for Inspectors of CBI, IB, Andaman & Nicobar Police and Delhi Police with effect from 1.1.1986. 2) The Jabalpur CAT mandates the 5th CPC to see if the Inspectors of Central Excise, IT etc are also on par with the Inspectors of CBI, etc and if so to grant the same pay. 3) The 5th CPC holds that Inspectors of CBI, IB etc are on par with the Inspectors of Central Excise, IT etc, but none of them are on par with the Police (i.e Delhi and Andaman & Nicobar Plice). Shameless sham exposed

The group with Mr. Ravi Malik as it's advisor, or chief advisor had been claiming that they were the original association and that the Association leadership that took over from Chennai 2017 Convention and has been running as AIASCT was a splinter group and that it was a divisive force. Now, it is learnt that the information obtained under RTI by Shri. Kousik Roy, has thoroughly exposed them and has shown for all those who care to see that they have claimed hardly 16.27% membership strength with 2531 Superintendents and only 35 ACs.  Out of that, in the verification conducted by the department only the following number is proved: 1.      Ahmedabad - 336 2.      Vadodara - 410 3.      Guwahati - 258 4.      Kolkata - 131 5.      Lucknow - 101 6.      Mumbai - 226 7.      Vizag - 150. The total of the above comes only to 1612.  Which falls short of even the 15% mark. Yet, they have been accorded recognition by the CBIC in their wisdom. A Whatsapp message is under circulation as below: “DPC : During informal meeting with Office Bearers of AIASCT at Bengaluru during this week, Chairman and Member ( P & A) spelt out their mind that, they are determined to complete the DPC exercise on a fast track basis. HISTORIC OPPORTUNITY - LOST?

          The cadres of Inspectors and Superintendents have lost another historic opportunity this August.      When the Draft All India Seniority List was issued by the CBIC, as anticipated, it evidenced the gapping zonal inequalities. WHERE WE WENT WRONG – II

    In the earlier blog, I had left it open to analyse where we went wrong, leading to the miserable plight of the cadre. One opinion that came in reply from a member was ‘lack of unity’.   It is indeed a reason.   But when we analyse the history of any society or nations or for that matter other organisations in the Central Government itself, nowhere we will be able to see a case of 100% unity.   It is not possible.   There will always be vested interests.   Even in the greatest of freedom struggles, including a very vast many Indians, it could be seen that it was not a 100% unity that brought success.   There were elements inimical to the movement, within and without, there were supporters of the British Raj, among our own elite, there were different shades of opinions regarding how the movement should be taken forward, whether right, left or centre, there were pressure groups having their own grouse against the majority movement, and in spite of all that, if the movement could

  Last week in a retirement party, one of our former Association Office Bearers, Com. N.S.
