After Mumbai, Nagpur goes democratic

Pl see the previous blog 'Mumbai rocks'. In the same week, another unit, which was once upon a time very vibrant at the local as well as at the national level, but which had become dormant almost for the past several years, NAGPUR, has been revived. An Extra-Ordinary General Body meeting in which 74 members participated has decided to revive the unit by a democratic process and send a delegate to the Chennai Convention. The resolutions passed in the meeting are seen in the photo given above.

The wave of quest for democracy in the Superintendent body has started all over India. Many units, which were hitherto defunct or were being represented for years together by persons elected long long ago, have started the process of setting up of an elected body, truly representative in nature. One of such units is Mumbai.  CESA which saw its elections more than 4 1/2 years ago has gone to polls this month. Many members there were under the belief that the tenure of an elected body was 5 years (like in Parliament) and did not know that as per the Constitution of the Association it had to be conducted every two years. An adhoc body formed by the Superintendents appointed Election Officer who conducted the elections. Why we differ

Life begins with the division of cells.  So have we studied and we see in real life. In the course of the growth of any organization comes a time when there is a necessity to branch out. When guided by differences in principles and approaches, this becomes inevitable. The prediction of Shri. L. N. Mishra, in one of his mails, is prophetic in that regard. It is the first photo seen above. Though he belongs to that block that holds that having access to the corridors of power is the be all and end all of association activities, he is also alive to the requirements of the present generation.  Hence, he has foreseen the necessity for a division. What about the cadre interests?

Above is a photo of the delegation which met the Hon'ble Finance Minister on 10.02.2017 regarding the demands of the cadres in the CBEC, with reference to the implementation of GST.  The meeting took place after the JAC meeting of all the Service Associations in CBEC held at Delhi on 3.02.2017 and the High level meeting of the AIACEGEO at Delhi on 4.02.2017. Subsequent to the meeting with the FM, Shri. Metta Rama Rao, the Former President of IRS Assn, one of the representatives who met the FM as a part of the delegation, had made a post in the social media, on 12.02.2017, regarding the said meeting.  A portion of the said post is given below the photo. There have been charges that the call to Mr. Ravi Malik, who has been promoted to the cadre of AC to lay down office as SG of the Suptds' All India Body, is instigated by some persons who want to seize power.  The above post would give the lie to it. Convention notified -Chennai Chalo

The President of AIACEGEO has kept his word and upheld the spirit of Unity of the Association by notifying the convention at Chennai. Perhaps to avoid inconvenience to the units, he has declared it on the very same dates that Mr. Ravi malik proposed to have at Gandhidhiam. While, the notice for Convention at Gandhidham was clearly unconstitutional because, the person who notified it had ceased to be an Office bearer, as discussed in our previous blog posts and having lost the confidence of the President and the membership, naturally, if a unified Association has to continue, the President had to step in.  That he has done. Further, many Units have been raising the fundamental issue regarding making the entire decision making process at the AIB level, based on the paid up membership strength, instead of based on strength of formations. It had clearly been stated at the last meeting at Delhi, reiterating only what was stated during the AEC meeting at Kolkatta. T

Manimohan There has been a criticism that the present AICEIA, which was resurrected in the 2003 Convention of the AIFCEEOA (herein after referred to as AIF) at Kolkata, was the cause for not getting the pay parity for Inspectors of Central Excise with the Inspectors of CBI with effect from 01/01/1996 (and consequently the pay of Superintendents of Central Excise). As a person who was associated with the developments in the case from 1994, I feel that the record has to be kept straight, for the sake of knowledge of those unaware of the same or even if someone had forgotten the track of events.  Here is the time line: 1994-95: The Indore Association had approached the CAT Jabalpur demanding parity of pay scale for Inspectors of Central Excise with the pay scale of Inspector of CBI, IB, Andaman & Nicobar and Delhi Police, which had been upgraded with effect from 01/01/1986 as per an executive instruction. The President steps in to stem the rot

The above letter has been issued by the President of AIACEGEO, Shri. R. Chandramouli, calling for Units to suggest venue and dates for holding the Convention of the Association at an early date.  This letter was not prompted by the resolution dated 8.4.2017 passed by certain units at Chennai, alone, but various developments that have overtaken this Association, for more than 2 years now. It started with the ignoring of the President by the Secretary General during several important meetings and non consultation with him and various other office bearers when important decisions pertaining to the cadre had been taken either unilaterally or at the behest of certain vested interests within the Association or even from outside the Association. The promotion of Shri. Ravi Malik as Assistant Commissioner and becoming ineligible to continue as Office bearer is only the last straw on the camel’s back to break the Constitutional machinery of the Association.
