Who is after power?
There have been charges that the call to Mr. Ravi Malik, who has been promoted to the cadre of AC to lay down office as SG of the Suptds' All India Body, is instigated by some persons who want to seize power. The above post would give the lie to it.
Now, let us see who is actually bluffing around.
Here is the letter written by the SG of the Promotee ACs' Association to Mr. Ravi Malik:
Dear Shri. Ravi Malik ji,
Now coming to your assertion that promotee Assistant Commissioners are still part of Superintendents' Association in various social media platforms, I wish to clarify the following and put the record straight.
It is true that in Daman Convention of the Superintendents Association held in November 2014, it was decided that the promoted officers will be part of the Superintendents’ Association. It was also decided that promotee officers can only
be mere members and cannot hold any post of office bearer.
However, in this backdrop, on the sidelines of the Convention the newly promoted officers formed a tentative body called IRS Promotee Officers Welfare Association under the leadership of veteran Shri. Loknath Mishra. With the efforts of Shri. Loknath Mishra, on November 25th November 2014, this IRS Promotee Officers Welfare Association was given time to represent before the 7th Central Pay Commission. Shri. S.K.Patil was authorised to represent this Association and give submissions before the Commission. Thus the seeds for having a separate Association were sown in Daman Convention itself. The tacit recognition of the Association came from the VII CPC.
In continuation to this a meeting of this IRS Promotee Officers Welfare Association held a meeting, on 27-06-2015 in Kolkata. You and Shri. Chandramouli, President of your Association were also invited to this meeting and participated in it. During this meeting it was decided to convert the IRS Promotee Officers Welfare Association into a staff association. The name of the Association was changed to "IRS [Indirect Tax] Officers Association". Next day there was a "Joint Action Committee" Meeting of all Associations under CBEC. Shri.Loknath Mishra, as an interim Secretary General represented our Association and was also elected as a Convener of the JAC.
Later on 31-10-2015 & 1-11-2015 our Association had its first General Body Meeting and Convention to formally elect office bearers. Smt Varsha Kolhatkar was elected as President, I was elected as Secretary General and Shri. S.K.Patil was elected as Organising Secretary amongst other office bearers. This Association in its letter, dated 10-11-2015, addressed to Chairman, CBEC presented the credentials of all the office bearers and sought for provisional recognition. Since then the office bearers of this Association have been representing the promotee Assistant Commissioners before various fora, right from the Finance Minister, MoS and to the other officials in CBEC and Ministry. You are well aware of all these facts.
It is pertinent to note that you had participated in the meetings held by this Association in Hyderabad and Mumbai. In Mumbai we had formed a Steering Committee to fight on the issues that arose due to the impending GST which is causing threat to the very existence of this Department. You were also a signatory to the representation sent to the Finance Minister. I and Secretary General of Inspectors’, Association were also signatories. So evidently this Association was functioning independently and representing the issues affecting the promotee Assistant Commissioners. Therefore, your contention that promotee Assistant Commissioners are still part of Superintendents’ Association appears to be rather self-delusional and devoid of truth.
The major issue that were taken up by this Association relates to denial of 3rd MACP to officers. This was never taken up seriously by AIACEGEO as the benefit was granted across the country. When the benefit already granted was being withdrawn, it became an All India issue. Although the issue emanated when the affected officers were part of AICEGEO it got escalated to the cadre of Assistant Commissioner. Hence, this Association was constrained to take up the matter with Board as well as through Courts. Cases were filed before Courts and the issue is expected to attain finality soon.
Besides the above we also took up the following issues:
Because of the efforts of this Association a “Committee on Stagnation” was formed and heard our submissions in three meetings. We are expecting the report of the Committee soon.

a. Securing parity with the Examiners/Appraisers in promotion to Group-A posts.
b. To make combined length of service in Group-B as the criteria for promotions to Group-A posts.
c. On introducing concept of weightage for seniority in feeder cadres for affecting promotions to Group-A posts, especially to STS grade posts.
d. Seek ‘One-time Relaxation’ to promote all the stagnated Superintendents of Central Excise against the 2118 temporary posts until parity with Examiners/Appraisers is obtained.
Because of the efforts of this Association a “Committee on Stagnation” was formed and heard our submissions in three meetings. We are expecting the report of the Committee soon.
Despite the fact that we are functioning as a separate Association your misleading posts on social media that promotee Assistant Commissioners are still part of the Superintendents’ Association is rather unfortunate and does not augur well to the stature of a leader to indulge in economy of truth. Mere fact that your “cengoindia” portal runs a ticker-tape message cannot alter the truth that the promotee Assistant Commissioners are having a separate Association and functioning effectively. I, therefore, request you to please refrain from posting such erroneous news on the social media.
Having put the record straight, I take this opportunity to welcome all the newly promoted Assistant Commissioners into the fold of "IRS [Indirect Tax] Officers Association".
